1. Tender Conditions

Our company accepts the entrustment of Harbin Ice and Snow World Co., Ltd. Enterprise Information (hereinafter referred to as "purchaser"), and conducts public bidding for the construction of the lighting project of the secondary entrance plaza of Harbin Ice and Snow World Four Seasons Ice and Snow Project in accordance with the relevant provisions of the Guiding Opinions on Supervision and Supervision of Sunshine Procurement Service Platform funded by Heilongjiang SASAC, Operation Rules for Sunshine Procurement Service Platform (Trial) and Implementation Rules for Public Bidding. The project funds have been implemented, the construction funds from the enterprise self-financing, the project contribution ratio of 100.

2. Project overview and bidding scope

Scope of 2.6 bidding: complete all the work contents included in the night scene lighting engineering quantity drawings and lists, including but not limited to the detailed design of the drawings, supply and construction, debugging, acceptance, completion handover, etc. It specifically includes the completion of the supply and installation of night scene lighting pipelines, lamps and control systems, the opening, reservation and embedding, and bracket installation required for lamp installation, meeting the technical conditions required by the weak current access agreement and cooperating with debugging, cooperating with various tests required by the completion acceptance, and the pre-opening safety/quality inspection and rectification required by the construction unit.

3. Intended supplier qualification requirements:

The intended supplier of the 3.1 shall have the third-level or above qualification for professional contracting of urban and road lighting engineering, valid business license and safety production license, and have corresponding construction capabilities in terms of personnel, equipment, funds, etc.

The project manager to be assigned by the 3.2 intended supplier must have a registered practice certificate of a registered construction engineer of Grade II or above in mechanical and electrical engineering or municipal public engineering and a valid safety production assessment certificate (Certificate B), and has not served as the project leader of any other construction project under construction. And provide proof that the supplier intends to pay endowment insurance for it for 3 consecutive months (August 2023-October 2023) before the deadline for bidding; other personnel of the proposed project organization shall be equipped in accordance with the requirements of small-scale works stipulated in the notice (black construction code [2023] No. 2) of "Heilongjiang Province Housing Construction and Municipal Infrastructure Engineering Construction Site Management Personnel Management Measures.

3.5 legal person, other organization or individual whose interest relationship with the purchaser may affect the fairness of the bidding shall not participate in the bidding; the person in charge of the unit shall be the same person or different units with holding or management relationship, and shall not participate in the bidding of the same bid section or the same bidding project without division of bid sections at the same time.

3.6 qualification examination method: this project adopts the post-qualification examination method. please refer to the procurement documents for the main qualification examination standards and contents. only the suppliers who pass the qualification examination can be awarded the contract.

4. Acquisition of procurement documents

4.1 For prospective suppliers with qualification requirements, please log on Heilongjiang Sunshine Procurement Service Platform (www.ljygcg.com) to register real-name members, select projects and download procurement documents as required.

4.2 registration and download time is from 9:00 on December 15, 2023 to 16:00 on December 19, 2023 (Beijing time).

The 4.3 purchase document is 500 yuan, which will not be refunded after sale. Intended suppliers download online payment through Heilongjiang Sunshine Procurement Service Platform.

Note: The intended supplier shall remit the purchase document fee to the bank account prompted by the system on time and in full by means of online banking payment, mobile banking payment or bank counter transfer through the bank account bound at the time of member registration. Intended suppliers log in their own account number and click "Bid Payment Account Number" at "Purchase Document Download" to obtain the payment account number for purchase document fees. The account numbers of each project and the sub-packages/bid sections divided by each project are different. The account number received by each intended supplier is different. Payment by other means or by a third party is invalid. If the purchase document fee is not received within the specified time, is not paid to the system prompt account number or is invalid, the intended supplier will not be able to download the purchase document and the bid will be invalid.

5. Purchase bond

Amount of 5.1 purchase bond: 15000 yuan (in words: fifteen thousand yuan only).

Deadline for receipt of 5.2 purchase bond: before 17:00 on December 19, 2023

Payment method of 5.3 purchase deposit: pay according to the prompt of Heilongjiang sunshine purchase service platform system, subject to the receipt of funds.

Note: Intended suppliers should remit the purchase margin to the bank account sent by the system on time and in full by means of online banking payment, mobile banking payment or bank counter transfer through the bank account bound at the time of member registration. The payment account number of the purchase deposit is sent by the system to the registered mobile phone of the intended supplier in the form of short message. The account number of each project and the package/bid section divided by each project is different. The account number received by each intended supplier is different. Payment by other means or by a third party is invalid. If the purchase bond is not received within the specified time, is not paid to the system prompt account number or is invalid, the bid of the intended supplier will be rejected.

6. Submission of Bid Documents
