1, Jiangsu Yangtze River International Metallurgical Industrial Park Investment and Development Co., Ltd. Jinfeng Old Town Urban Renewal Precedent Landscape Greening Project has been approved for construction. The source of funding for the project is self-financing and has now been implemented. Qualified potential bidders are invited to participate in the bidding of this project, and the construction unit is determined through this bidding.

2. The enterprise information of Jiangsu Huatong Engineering Management Co., Ltd. is entrusted by the tenderee to be responsible for the bidding of this project.

3. Project overview

(1) Project site: on both sides of the east extension of Jinxiu Road, on both sides of the south extension of Fuyuan Road, and on both sides of the river channel of Group 10-11 of Xiangyang Village (Jinyang Kindergarten Section);

(2) Project scale: 1) The green area of the parking lot of the commercial plot is about 2100 square meters, and the parking area is about 430 square meters; 2) The green area on both sides of the road is about 12473 square meters, and the area of the garden road is about 936 square meters. Greening and curing period is 2 years after the completion acceptance. The estimated contract price is about 2.12 million yuan.

(3) Planned commencement and completion time: from November 17, 2023 to January 30, 2024, with a construction period of 75 days (the specific commencement date shall be subject to the notice of the construction unit).

4. The bidding project is divided into one bid section. The division of bid sections and the corresponding bidding contents are as follows: the same project scale.

5, the applicant should have the qualifications:

(1) The bidder shall have the qualification of an independent legal person and have the corresponding construction ability in terms of personnel, equipment and funds;

(2) The person in charge of the project to be assigned by the bidder shall be implemented in accordance with the detailed rules for the implementation of the person in charge of the greening project issued by Suzhou Municipal Garden and Greening Administration Bureau (Su Yuan Gui Zi [2012] No. 2).

a. Requirements for academic qualifications and professional titles (only if one of them is met) :1) Technical personnel who have obtained intermediate or above professional titles related to national landscaping; 2) Technical personnel who have obtained primary professional titles related to landscaping for more than 3 years. Note: ① "Landscaping related majors": refers to majors related to landscaping project planning, design, construction and maintenance management, including gardens (including garden planning and design, garden plants, landscape gardens, landscaping, etc.), horticulture, urban planning, Landscape, plants (including plant protection, forest protection, etc.), forestry, forestry, landscape tourism, environmental art and other majors. ② If the professional title certificate indicates the major, it shall be recognized according to the professional title certificate (the professional title certificate certified by the Landscaping Intermediate Qualification Review Committee defaults to the major related to landscaping). If the professional title certificate does not indicate the major, it shall be recognized according to the major on the evaluation form or academic certificate (issued earlier than the professional title certificate). ③ The number of years for obtaining the title shall be based on the year in which the title certificate is issued, and the bidding date of the enterprise shall be pushed forward.

B performance requirements: in the past 4 years, he has participated in 2 landscaping construction projects with a project cost of more than 1 million yuan and has passed the acceptance. Note: ① "nearly 4 years": the completion time of the project shall be subject to the completion acceptance certificate, which shall be pushed forward by 4 years from the bidding date of the enterprise. ② "Project cost": In principle, the amount of the audit report is higher than the contract amount, and the amount of the audit report is determined by the amount of the audit report. ③ "Comprehensive landscaping project": refers to the project construction content in addition to landscaping plant planting and land preparation, including at least two items of supporting buildings, benches, sketches, flower beds, garden roads (including Tingbu), plank roads, railings, platforms, landscape walls, revetments, fountains, rockery, landscape stones, sculptures, squares, paving, landscape bridges and landscape lighting, simple greening projects and simple hard landscape projects are not recognized as comprehensive projects. If the bid-winning notice, construction contract and completion acceptance certificate cannot identify the comprehensive landscaping project, the audit report or the settlement letter sealed by the construction unit (owner) shall be provided. The certification materials issued by the construction unit (owner) shall include the contact person, telephone number, certification date and other information of the construction unit (owner). ④ "Undertaking": refers to the person in charge of the project (project manager), who must provide the letter of acceptance or the contract or the certificate of the construction unit (owner). The certification materials issued by the construction unit (owner) shall include the contact person, telephone number, certification date and other information of the construction unit (owner). ⑤ Professional subcontracting performance shall provide subcontracting contracts, partial project completion and acceptance certificates, partial audit reports, and the cost of the project shall be determined by the amount of the audit report.

The following conditions must be met:

① The person in charge of the project shall not be employed or practicing in two or more units at the same time.

② The project leader has no construction in progress after the change, or the project leader has no construction in progress after the change (the original contract period must be over and the date of change filing must be over 6 months), or the project is suspended or cannot be started on schedule due to non-contractor reasons, and the project leader has already handled the unlocking procedures, or the project leader has construction in progress, however, the project under construction and the project subject to this tender belong to the same project, the same project approval document, the same construction site subcontracting or phased construction, and the total project scale is within the scope of practice of the project leader.

③ The person in charge of the project has no record of bribery crime; or has a record of bribery crime, but it has been more than 5 years since the date of record.

④ The project manager who has served as a single contract amount greater than 4 million yuan and above during the construction in progress shall not participate in the bidding of the park (town) project.

6. Qualified conditions of the bid applicant:

(1) Have the ability to conclude contracts independently;

(2) The qualification category and grade of the enterprise and the specialty and qualification grade of the project leader conform to the relevant provisions of the state;

(3) In the case of bidding in the form of a consortium, the qualification (qualification) conditions of the consortium must meet the requirements of the pre-qualification documents or tender documents, and be accompanied by a joint bidding agreement (the project does not accept the consortium bid);

(4) Bidders shall not have one of the following circumstances: ① they are affiliated institutions (units) of the tenderee that do not have independent legal personality; ② they are the supervisors, builders and project managers of the bidding project, and they provide bidding agency and design services for the bidding project; ③ they are the same legal representative as the supervisors, builders and bidding agencies of the bidding project, or they hold shares with each other; ④ Interests with the tenderee may affect the fairness of the bidding; ⑤ The person in charge of the unit is the same person or different units with holding and management relationships; ⑥ In a state of being ordered to suspend business, property being taken over, frozen and bankrupt, and the bidding qualification being canceled or suspended within the suspension period; ⑦ Due to arrears of workers' wages or quality and safety accidents, the relevant departments are restricted from undertaking projects at the bidding project site; ⑧ The bidder has committed bribery crimes in the past 3 years and has been recorded, or the legal representative has committed bribery crimes and has not been more than 5 years from the date of recording; ⑨ On the "Credit China" website (www.creditchina.gov.cn), if the bidder is listed as a dishonest person to be executed, please refer to Su Credit Office (2018) No. 23.

(5) Other conditions stipulated by laws and regulations are met;

7. Bid evaluation method: This tender takes the bid quotation as the evaluation factor, in which the bid quotation adopts the reasonable low price method (method 1 or method 2), and a method is randomly selected at the time of bid opening. The quotation is divided into 100 points.
